POLITICS OF DRUGS – Issues, Strategies and Solution


Abstract



Organized crime is an environment created through destitution, deprivation, subjugation and greed due to inadequate governance of the state-system and narrow global policies. Those segments of the populations that have surrendered themselves to trade in illegal drugs, human trafficking, smuggling, organ trade and sex trade, etc. make up the web of organized crime. Human trafficking - whether intra-state, intra-region or inter-continental – drive the illicit economy of forced labour, sexual slavery, illicit drugs, organ trade, and petty crimes, etc. It also facilitates extortion, captivation of resources, i.e. natural and human without accountability and responsibility within the state-system.


Human trafficking has exploded in the wake of liberalization and globalization that followed the end of Cold War. The objective of this study is to provide theoretical and policy related explanations for the expanding organized crime phenomenon. The study relies on theories like Dependency Theory, (i.e., core-semi-periphery and periphery relations) and theoretical anchor. It also examines those global-level economic policies like structural adjustment programme and special economic zones that have inadvertently facilitated the expansion of transnational crimes. Thirdly it evaluates the global-push for democracy and how this has unintentionally promoted corruption as in the cases where many self-seeking populist politicians came to power capturing the democratic process and has clung to power through unlawful means. The study concludes showing how a web of organized crime creates the condition of a failed state because the process of illicit economy ultimately corrupts and subverts the democratic process.


Towards combating the challenges of Transnational Crimes is projected in the study through various mechanisms such as invasion to Cartel Regime, strengthening the dejure regime and global governance system through global tax system. The study also provide the measure towards the cleansing of Democratic process and bring the Democratic system out of the grip of muscles and money which is a tool of present Democracy.
