Executive Summary


Human trafficking is an instrument organized crime deploy to provide human resources for for drugs smuggling, sex trade and illicit trade in small arms. Because human trafficking depends on deception and manipulation (and not on the consent of the victims as many suppose) human trafficking can be checked through mass awareness programs. This approach is meaningful because the victims of human trafficking who mainly come from rural regions have little access to information and awareness. The rural and tribal regions are highly marginalized because the Indian state has been negligent to the indigenous economy.

One strategic approach to empower the tribal regions is to revive folk culture. Historically, folk cultures were the tools of social cohesion and economic progress. For example, ‘Jatra’ - the heritage of Bengal folk culture - was the medium for the socio-political changes since the era of Bhakti (Devotional) Moment until the start of the post-WWII era. The Bengali folk culture did not only create awareness and entertainment, but also bind the community socially and encouraged economic enterprise. The intellectualism and creativity that has flourished in Bengal on the foundation of folk culture is another outcome of 'Jatra'. Today reviving 'Jatra' can revitalize the spirit of social reform in the Bengal region which is currently under the grip of organised crime. Organised crime preys on unsuspecting rural populace through deception and deprivation and 'Jatra' can help to neutralize this type of deception.
